La settimana passata sono state convocate due manifestazioni statiche, una prevista in piazza SS. Apostoli venerdì 22 ottobre per la gratuità dei tamponi nelle aziende partecipate pubbliche ed una convocata sempre a piazza SS. Apostoli per oggi, mercoledì 20 ottobre promossa dalle lavoratrici Alitalia. Le due manifestazioni erano state, ovviamente, regolarmente comunicate alle autorità competenti.
Una “informale” telefonata della Questura di Roma, ricevuta dalla sede nazionale della Confederazione USB, ha comunicato verbalmente il divieto di svolgere le manifestazioni, senza spiegarne le ragioni, senza spiegarne i motivi, i fondamenti giuridici, senza indicare la fonte da cui è partito il divieto se non con un generico riferimento al Comitato per l’ordine e la sicurezza pubblica.
È stato inoltre dichiarato il diniego a mettere per iscritto il divieto.
La mancanza di forma scritta impedisce di fatto ogni reazione che si inscriva nei fondamenti dello Stato di diritto e proietta questo divieto nella categoria, di matrice autoritaria, degli ordini indiscutibili.
Ma noi abbiamo da sempre il vizio di porre delle domande, anche quelle più scomode. Chi ha deciso che non si può più manifestare? Il divieto riguarda tutti, qualsiasi soggetto promotore di una manifestazione? Riguarda qualsiasi tema? Attiene a qualsiasi piazza? È un divieto permanente? Ed è definitivo pure il diniego a fornire motivazioni? Di indicare le fonti normative e le autorità preposte che hanno stabilito questa arbitraria sospensione delle garanzie costituzionali?
Quanto sta accadendo è di una gravità senza precedenti. USB e Centro Iniziativa Giuridica (Ce.In. G.) non staranno né zitti né buoni. Rivendichiamo “il diritto di riunirsi pacificamente”, chiederemo che ci vengano indicati “i comprovati motivi di sicurezza e si incolumità pubblica”, debitamente specificati per le due manifestazioni. Rivendichiamo il diritto di parola, di pensiero. E di dissentire. Appunto, né zitti, né buoni.
