Il ministro delle finanze russo Anton Siluanov ha dichiarato, ieri, che il paese eurasiatico prevede di sostituire il dollaro con euro o yuan per i suoi prestiti dal 2020.
“Prenderemo prestiti in valute diverse dal dollaro. Probabilmente non solo in euro ma forse in yuan cinesi “, ha detto Siluanov.
Inoltre, ha affermato che nel corso di quest’anno la Russia non prevede di prendere prestiti sul mercato estero. “Abbiamo realizzato il nostro programma e lo abbiamo persino superato. L’anno prossimo vedremo”, ha aggiunto.
A marzo, il Ministero delle finanze ha emesso Eurobond per un valore di 3 miliardi di dollari con la data di scadenza nel marzo del 2035, e ha emesso anche Eurobond per un valore di 750 milioni di euro con la data di scadenza nel 2025.
Sempre nel mese di giugno, ha collocato ulteriori Eurobond per un valore di 1,5 miliardi di dollari con la data di scadenza nel 2029 e un altro, un miliardo di dollari con la data nel 2035.
Le dichiarazioni di Siluanov e le misure del Ministero delle finanze russo sono arrivate in un momento in cui la Russia e anche la Cina, tra le tensioni con gli Stati Uniti, hanno concordato lo scorso giugno di sviluppare l’uso delle loro valute nazionali nel commercio bilaterale.
Di fronte alla guerra commerciale tra Pechino e Washington, avviata dal presidente degli Stati Uniti Donald Trump, la Cina ha anche assicurato così tante volte che mantiene lo yuan a un livello “razionale” rispetto al dollaro.
Queste decisioni vengono prese nel quadro della promessa di Russia e Cina di ridurre ulteriormente la dipendenza dai sistemi di pagamento occidentali, come misura di protezione contro la politica delle sanzioni degli Stati Uniti.
Gli analisti avvertono che, entro la fine del 2019, la valuta americana, il dollaro, potrebbe subire un calo fino al 30% del suo valore mentre paesi come Cina e Russia che cercano di sostituirlo, uno scenario che sarebbe il “peggior incubo” per la nazione americana.
