Cosa fa l’Europa per combattere i cambiamenti climatici? Alcuni Paesi hanno sottoposto al Consiglio europeo, che si è riunito a Sibiu in Romania, per discutere del futuro dell’Europa dopo le elezioni europee, un documento proprio per chiedere una strategia comune per affrontare il problema del clima.
Il documento è intitolato “Un Paese pulito per tutti”, e chiede all’Ue un impegno comune per azzerare le emissioni di gas serra entro il 2050. Il documento, ottenuto e diffuso dal quotidiano britannico The Independent, chiede inoltre di potenziare i contributi dei singoli paesi membri.
L’obiettivo comune è quello di impedire l’aumento della temperatura oltre i 2 gradi centigradi in più rispetto agli anni ’90, considerato il punto limite oltre il quale si avranno effetti catastrofici sull’ambiente mondiale, così come previsto dall’accordo sul clima di Parigi.
Il documento è stato firmato da Francia, Belgio, Danimarca, Lussemburgo, Portogallo, Paesi Bassi, Spagna e Svezia. Tra questi non figura l’Italia, come fa notare il quotidiano Open, che insieme alla Germania ha scelto di non accodarsi all’appello.
Lo stesso dossier, oltre all’azzeramento dei gas serra entro il 2050, chiede agli Stati membri di muoversi verso l’integrazione della produzione energetica e verso una transizione a un’economia verde.
Per raggiungere questi ambiziosi obiettivi, i paesi che hanno firmato l’appello chiedono che l’Ue stanzi almeno un quarto del suo budget annuale.
“La lotta contro il cambiamento climatico richiede di trasformazione di tutti i settori della nostra economia. Questa è una sfida e una grande opportunità per portare l’Unione europea su un percorso verso una ambiziosa transizione economicamente efficiente e socialmente equa e verso un’economia a impatto zero sul clima che può portare benefici, crescita economica, occupazione, qualità della vita, sanità pubblica, biodiversità”. Il governo italiano non ha rilasciato le motivazioni di tale scelta.

Si può spiegare solo con l’opportunismo di non volersi inimicare gli industriali che temono di doversi sobbarcare i costi di una riconversione eventualmente imposta dall’Europa e non intravvedono nessuna opportunità di sviluppo in un supposto quadro di “decrescita felice”….
Purtroppo viviamo in società che si basa sulla competizione esasperata, l’interesse personale, l’egoismo e chi più ne ha più ne metta. In queste condizioni è veramente difficile pensare di poter condividere tutti insieme un pianeta. Purtroppo con questa prospettiva le scelte sono dettate dagli interessi personali del momento, senza una visione a lungo termine. L’unica soluzione sarebbe una rivoluzione culturale di massa che dovrebbe partire nel piccolo di ognuno di noi
Credo che ancor più grave di non aver firmato l’appello, sia il fatto di non motivare questa scelta ( se è così)… perché questo genera diffidenza, allarmismo nei confronti dei nostri governanti. Una risposta che non ti aspetti non è sbagliata di per sè, ma lo è se non ti consente di valutarne la sua ragionevolezza. Chi ci governa non si dovrebbe MAI dimenticare che prima di tutto deve rendere conto a popolo che volente o nolente gli ha affidato questo incarico. Spesso tutti, governanti e governati, perdiamo il senso vero della democrazia, che ha potenziali inimmaginabili, ma per la cupidigia degli uni e l’indolenza degli altri viaggia con il freno a mano tirato!
Siamo d’accordo. La democrazia è una bellissima forma di governo, ma se la maggior parte del popolo rimane indifferente o comunque ignora gran parte delle questioni fondamentali diventa praticamente uguale a qualunque altra cosa di governo autoritario. Solo una profonda rivoluzione culturale di massa, che dovrebbe partire nel piccolo dalla vita di ognuno di noi, porterebbe a un cambiamento importante e duraturo.
Francamente non credo che si possa mettere sullo stesso piano una democrazia indolente con un governo autaritario… voglio credere che siano comunque su due livelli diversi … frutto di una consapevolezza storica diversa che inevitabilmente, nel secondo caso o fortunatamente nel primo incide sulle coscienze attuali e dove nei governi democratici dove c’è sempre qualcuno che viaggia su principi etici di solidarietà e bene comune che la storia democratica ha nel suo DNA. Sono d’accordo su una rivoluzione culturale ma non buttiamo via l’acqua sporca con il
bambino… perché se non il cambiamento non sarà mai profondo e duraturo .
