Si è infatti costituita in questi giorni “Plurale Ets”, una nuova Rete Associativa Nazionale ai sensi del Codice del Terzo Settore che comprende le associazioni nate nel solco della Cisl. La nuova rete è promossa da Cisl, Anteas, Adiconsum, Anolf, Iscos e vede l’adesione di oltre 500 Enti del Terzo Settore.
La Rete fornirà assistenza tecnica e di servizio alle organizzazioni associate negli adempimenti legati al Registro Unico Nazionale del Terzo Settore nonché supporto allo sviluppo di tutte le opportunità che saranno previste per gli Enti di Terzo Settore.
I promotori ammettono che si tratta di “un progetto strategico e assolutamente sfidante per i soci fondatori che, proprio per questo, ne hanno affidato la guida a una personalità di massima autorevolezza e valore”. La personalità è Annamaria Furlan, ex segretaria generale della Cisl, che ne sarà la portavoce.
Ormai quello contro i residui del welfare pubblico è un vero e proprio assalto alla diligenza in piena sintonia con la logica delle privatizzazioni di ispirazione liberista. E i comitati d’affari che stanno gestendo la torta dei servizi sociali e della previdenza sociale sono trasversali e agguerriti.

Puntano a diventare soggetto della concertazione “tra le parti sociali” al pari di Confindustria e CgilCislUil, soprattutto per quanto riguarda la gestione del welfare aziendale e di quello territoriale.
E’ il business della benevolenza che ha introdotto la sussidiarietà alla rovescia, sottraendo ai soggetti pubblici (Stato, amministrazioni locali) la responsabilità e la gestione del welfare, ma puntando apertamente al malloppo della spesa pubblica per gestire i servizi sociali per conto terzi, anzi per conto Terzo Settore e in sincronia con le aziende private.
Il cosiddetto Terzo Settore fino ad oggi corrisponde ad un valore economico di 80 miliardi di euro, contribuisce al 5% del PIL nazionale e al suo interno operano 1,14 milioni di lavoratori retribuiti (più il volontariato, specie nelle organizzazioni cattoliche). Ma l’obiettivo è apertamente quello di mettere le mani su gran parte della spesa pubblica dedicata alle prestazioni e ai servizi sociali.
Si tratta di un vero e proprio cavallo di Troia che mira al definitivo smantellamento del welfare pubblico e all’affiancamento e legittimazione della privatizzazione totale dei servizi sociali.
A questa visione strategica e agli appetiti che ne derivano, va opposta sul piano nazionale e locale una visione totalmente contrapposta che punti sulla re-internalizzazione dei servizi sociali e la difesa del loro carattere pubblico ed estraneo alla logica del profitto privato o del “privato sociale”.
